Map the work before the screens
List the people using the system, the decisions they make and the tasks they repeat. A small interface can hide complex permissions, calculations or integrations.
Separate launch essentials from later improvements
Define one useful release. Put reporting enhancements, secondary integrations and convenience features in a later backlog when they are not needed to deliver the core outcome.
Include the work around development
Content, data migration, testing, hosting, training and support all affect investment. Ask what is included and what is priced separately.
Compare proposals on the same basis
Share one brief and ask every team to state assumptions, deliverables, exclusions, acceptance criteria and change handling. A range without those details is difficult to compare.
